AKT Development put forward a request to divide 208 acres into 879 single family lots and 11 accessory lots for pedestrian access and landscape corridors, on property zoned RD-4 and RD-5. The property is located on the NW corner of Kiefer Blvd. And Jaeger Road, in the Cosumnes Community, called “Anatolia III”.

Tim Taron of AKT Development presented. Mr. Taron began by stating that grading of the landscape of Sunrise-Douglas has begun. Major construction will begin in 2003. There will be two school sites in Anatolia I and II. AKT Development has made approximately twenty appearances before the Sacramento County Board of Supervisors.

 

The houses will start at $250,000. AIII will not be a gated community at this time. One of the streets will be named “Taron”. Design standards are exclusively with AKT.

The CCRs will have been established from the time of ground breaking, to ensure consistancy. Shuttle service will be available for commuters, to take them from the development to the lightrail or bus service. The mechanism of this shuttle service will be put in place by AKT Development, but it will not maintain the system. There will be mechanisms put into place to move commuters up to the light rail by means other than Sunrise Ave., to take the burden off the traffic already on that road.

 

The Legal Services lawsuit against the County of Sacramento will be heard in Superior Court in December or January. The suit has to do with affordable housing and whether or not the County has maintained a percentage of such as promised. Sunrise-Douglas has been targeted.

 

City Councilwoman-elect Linda Budge, who was sitting in the audience, testified to the CORPAC members that the Rancho Cordova Community Plan, when adopted, will include a plan for low-income housing. Councilman-elect Dave Roberts, also in the audience, testified further on this subject. Linda Budge left the meeting directly after her speech, but Dave Roberts stuck around until the end.

 

There will be bicycle connectivity on Sunrise, Douglas, Jaeger, Pyramid, and along a “drainage ditch” that fronts the wetland area diagonally through the AIII area, south to Grantline Road. This drainage ditch goes to “overshoot” places, and water is detained on site near Sunrise. This will keep the area from experiencing seasonal flooding.

 

Q from George Waegell: can CORPAC vote on this subdivision matter without the “deliverable” water committed to AIII?

 

A (Dave Sander, CORPAC Chair and City Councilman-elect) Yes.

 

Tim Taron explained that the supplemental EIR (Environmental Impact Report) includes water analysis, and a potential source of water supply (Excelsior and Florin Road). There is a prohibition against drilling for potable water on site at AIII – though AIII is not itself above the contamination plume, the contamination would move downward if water were taken from the area.

 

Q (George Waegell): What does the EIR say about the continued movement of the groundwater contamination plume to Elk Grove?

 

A (Tim Taron): The Water Forum Agreement negotiated a safe deal on Southern Sacramento aquifer wells.

 

Q: (George Waegell): The failure of the WFA is that they left out the factor of pollution, and that drawing down the level of the aquifer changes the composition of the Cosumnes River.

 

A (Dave Sander): These things can’t be considered at the level of CORPAC.

 

The CORPAC Recommendation was “approval as recommended”. The motion was made by Robert McGarvey (City Councilman-elect), and seconded by Therese Burke. The vote was 10 in favor, none opposed, none abstained, with four members absent.
